Builds the floors of a level's layered navigation: its grid (with the same options) and the floors over it, each blocked and near a wall as the grid's cells are, and the edge heights of every node (see the module documentation); with no links yet and every node a component of its own. nav-links.ts' buildNavLayers adds the links and the components.
