Walking the road graph node by node, as the police do to find the road ahead of a player (nail-strips.ts, police-precrime.ts): each node's neighbours, each road's nodes in order along it, and which road a stretch between two nodes is, worked out once per graph. Deterministic: everything in ascending order of ids.
