The police radio (GAME_DESIGN §12: every police tool has a tell): the one place the police say what they do. Each line is a kind (a unit sent, a roadblock set, a rolling block forming, the lights ahead turned red, the drone up or shot down, a camera's face match, a star gained past five, a nail strip thrown), the player it concerns, where, and the place it names (the district there, else the road: "Avenue South", "Harbour Bridge"). The clients say it in the player's language from a table of lines (deadpan, a voice of the city's outsourced public safety); what a player hears of it, with the police scanner or without, is police-tells.ts'. The book keeps the last RADIO.keep lines and their count. Deterministic: lines are said in the police system's order, numbered.
