The robbers' gadgets (the ten-star build's tech, R23, R28, R29, R37, R38): used with the use key, each is a gadget event the police's tech (@foi/ai's police-tech.ts) answers: a signal jammer switched on or off, a burner phone's fake tip, a scout drone launched, a change of clothes put on, fake plates screwed on the car. The police say whether it worked, and take what it used up.
