adoptSewer(sim, eid, down, x, z): void

Takes the server's word on a character in the sewers (a client's twin), told by the snapshot's sewer act: under the manhole nearest where the snapshot puts it, its body out of the world, waiting there for the snapshots; out again, its body back in the world.
