dispense(sim, car): number

Drops a charge of a vehicle's rear dispenser (the dispense key, at the wheel; the server's alone): a strip of caltrops or an oil slick lying square across its heading, MODS.dispenser.back behind its rear bumper, there for MODS.dispenser.seconds; or a smoke screen (R10), pouring out behind it for MODS.dispenser.smokeSeconds (smokeScreen). Returns the strip (the screen's first cloud), or −1 for none (no charge left, no dispenser, a wreck, a screen still pouring).
