citizenSystem(ai, players, sight): void

One tick of the citizen app (see the module documentation): the films going on, each citizen held filming (its phone up toward the player), a clip of each film's that is due uploaded as a sighting (sight, the radio's); every CITIZENS.lookTicks the films that lost sight dropped and new ones started.
