A wanted player changes into a change of clothes (R29, a gadget): seen by any of the police's eyes or anyone close (watched), it does nothing; else their stars drop by CAR_HEAT.disguiseStars (never under one while a car of theirs has Heat), and the police do not know them on foot. Returns whether it worked.
