powerCut(sim, x, z): boolean

Whether the power is cut over a point: any fuse box off within its reach, or a substation blown into a blackout within its district's (the client darkens the lamps there and the traffic lights flash amber; @foi/ai's sight finds it dark there, its cameras blind).
