The response at each number of stars, none to ten (the index is the stars). One star: a cruiser tails and boxes in. Two: two that ram and spin. Three: four with crews of two who get out and shoot, interceptors, nail strips. Four: roadblocks, rolling blocks, the green wave, units from ahead, a police bike. Five: a second roadblock, a second bike, the drone, the cameras. Seven: the heavy response (the APC, the water cannon, the helicopter, two rooftop snipers, police boats on the water, a cruiser with the Grappler and one with the GPS dart) in the place of two cruisers, a roadblock and a bike, kept by every star above. Six to ten: five's otherwise, until their phases add to them.
