The police radio (GAME_DESIGN §12: every police tool has a tell): the one place the police say what they do. Each line is a kind (a unit sent, a roadblock set, a rolling block forming, the lights ahead turned red, the drone up or shot down, a camera's face match, a star gained past five, a nail strip thrown; at seven stars the helicopter up or grounded by the weather, a sniper on a roof, the APC and the water cannon sent, the boats out, the GPS tag on the player's car), the player it concerns, where, and the place it names (the district there, else the road: "Avenue South", "Harbour Bridge"). The clients say it in the player's language from a table of lines (deadpan, a voice of the city's outsourced public safety); what a player hears of it, with the police scanner or without, is police-tells.ts'. The book keeps the last RADIO.keep lines and their count. Deterministic: lines are said in the police system's order, numbered.
