laserStep(l, tick, clear): boolean

One tick of a marksman's laser (see the module documentation): clear, the line from the marksman to its target held this tick. Returns whether the round goes now: the line held LASER.holdTicks; the laser is off until LASER.everyTicks after the last round's laser began.
