spunUp(sim, eid, held): boolean

The minigun's spin with the trigger held: its barrels spin up a tick at a time and the gun fires once they are up to speed (its weapon's spinUp); let go, they stop. Every other weapon is always ready. Returns whether the weapon may fire now.
