Sends a SWAT van after a player from a spot (the dispatch's: police.ts): its driver at the wheel, its four in the seats behind in TEAM_ROLES' order, the van on its way to its stop with the pursuit tune; the radio says it. Returns the team. A cop player's order (police-cops.ts) gives the stop itself: the door of the building they chose.
