constON_A_TIP:BehaviourProfile
Defined in: packages/ai/src/police-tech.ts:473
An officer off on a fake tip (R28): it drives to the place the tip named and searches there for the tip's time, blind to whoever it passes on the way (it is looking for somebody else) and hearing nothing (police.ts gives a tipped unit's crew this profile).
