A client's inputs in one frame (codec.ts' kind 7): its last few inputs, newest first, numbered back from newestSeq (input i is newestSeq - i), and the newest snapshot tick it applied, which acknowledges the acked snapshots (snapshot-acked.ts). An ack alone has no inputs.
