What rises off a volcano: black smoke off its crater's lava (from points spread over the sheet) and white steam off its fumaroles (the kit pieces whose mesh is a fumarole), into the effects' plume (effects.ts), only near the camera (within VENT_RANGE) so a volcano across the region costs nothing.
