reportToPolice(ai, culprit, at): boolean

Defined in: packages/ai/src/police.ts:561

A witness's call reaches the police (roles.ts): the player it reports is charged with a crime reported (its Heat, a star at least), the police told where it was seen. Returns whether it counted (a room without police, or nobody to report, counts nothing).
