Makes a player's body a seat bot (seat-bot.ts): the character a run's room spawned for an AI player's seat (owned by the seat's client id, in its team's party, seated in its car), driven from now on by a brain of the kind asked, armed with the pistol when its brain shoots. Its home is where it stands. Returns its NPC state.
