An entity is at rest when its quantized velocity across the ground (vx, vz) is within this many steps of zero on both axes: 3/64 m/s, under five centimetres a second. The vertical velocity is no part of it (a parked car settles on its springs at about 0.06 m/s). The server sends a far entity's pose whenever its rest changes against the one the client holds (snapshot-v2.ts' changedGroups), and the client holds a pose at rest exact until the next (@foi/net-client's RemoteBuffer): one rule on both sides.
