Which district each lot of a city is in: a map of 4 m cells over the town (inside its bounding ring when it has one, off the water and the hills), each cell the district whose outline holds it, else the one whose seed is nearest on the same land (a river splits the land: a lot never belongs to a seed across the water). Blender reads it as it is (PlanDistrictMap); the text map draws it.
