The friend graph and the mutes of the dev accounts (auth.ts): in memory, and in a JSON file when given one (.foi-data/social.json beside the file store), so local development and the tests need no Nakama. An account is known once it has been seen by the social layer (any of its routes, a presence report); a request by name finds the account of that name seen last.
