The studio's layers: every element of a city spec listed by its kind (its roads, grids, rivers and their jetties, hills, the relief, lakes, roundabouts, districts, parks and what stands in them, places, the spawn), each with its name, a word of what it is, how many of the issues are about it and whether it may be deleted, so the owner sees what exists and what an issue points to. The panel (LayersPanel.tsx) draws them for any template; a grid town's and a region's rows come from town.ts and region.ts.
