The pause menu, over the game (Esc, or the toolbar's Pause): Resume, Settings (the main menu's SettingsPanel), Controls (KeysList) and Quit to the main menu. It says whether the city waits (the room is frozen: the player is alone in it) or not (others play on). The keys move and choose as on the main menu; Esc goes back, then resumes.
