Which level a server runs: FOI_LEVEL names a bundled level (test-<words> or main-<words>; the default is main-riverbend by name, else the first main-* in name order, else the first test-*) or points at a .json level file exported by npm run level:export, which is validated before the world is built from it. And which game it runs on that level: FOI_GAME points at a game file (@foi/missions), else a bundled level's own game, if it has one; either is checked against the level and the vehicle classes first.
