getInAt(sim, eid, vehicle, seat): boolean

Starts getting in a vehicle's seat at once, where the character stands, for EXIT.inTicks (a carjacker at the door it pulled the driver out of, carjack.ts): no way to the door, the seat kept for it as for anybody getting in. Returns false for a seat the car has not, or one taken or kept for another.
