The steps of the level format, the one from version n to n + 1 at index n − 1 (none yet: version 1 is the format of 0.54, which every level file has without saying it). A change an older level does not meet adds a step here; a level is migrated wherever one comes in (the bundled ones, FOI_LEVEL, an artifact a game server opens).
