What a character carries from the start, and what it leaves where it dies (GAME_DESIGN §7.4). A loadout is stacks of items by id, each in a slot of its own when it says which: a game's rules give its players theirs (@foi/missions' rules.loadout), and without one they get ARSENAL, the weapons free roam always had, in the slots that keep the number keys meaning what they meant (1 the fists' empty slot, 2 the pistol, 3 the shotgun, 4 the rifle, 5 the rocket launcher, 6 the grenades, 7 the tranquilizer, whose darts are found, not given), with the guns' ammunition in the pouch.
On death a character drops the items a mission defined that it carried (the room's items after the common ones), as pickups around where it fell, when the game's rules say so (SimRules.dropMissionItems; the server's world alone, so no client predicts a pickup).
